mozApps.install() fails for self-publisher omitting origin from manifest URL

Details
from my self-publishing site (birdwalker.com), if I call
mozApps.install("http://localhost:3000/webapp.manifest") then it succeeds
but if I call
mozApps.install("/webapp.manifest") then it fails.
MDN leads me to believe the latter should work

FYI - For mozapps API bugs, please file them in Core --> DOM:Mozilla Extensions.
