"Clear List" is dangerously click-able in the downloads popup context menu

I don't want to accidentally click "Clear List" when aiming for "Copy Download Link".
I know Brendan liked the clear list functionality and there was a bit of a kerfuffle over removing the button last time, so rather than removing it I suggest changing it to "Clear List..." with a confirmation dialogue.
I don't want to remove the entirety of my download history with just one wayward click.

Confirm dialogs are usually not a solution, we may add some hr to better separate options here.
Notice btw that the list is volatile and per session (cause this is a notification panel, not a manager), downloads are always available in the Library and not cleared unless you clear history (much harder to mistakenly do).

Clear List is already separated with an hr, I don't think we can do much more here and we are very unlikely to get new confirmation dialogs.
