Closing the last tab (ctrl-w or click on the tab close-button) of a window, just load about:blank (or about:newtab). I think it's better to close the window (as, I guess, it is the expected behavior). We could also only close the window if the last tab is about:blank|newtab, if it's something else, we could just load about:blank|newtab. The current behavior is what Opera does. The behavior described in this bug is what Google Chrome does.
Sounds like you toggled browser.tabs.closeWindowWithLastTab.
