746985 - PDF files are not opened from the Download Manager when there is only program that can open them installed

OS: Android 2.2.2/ Android 2.3

Steps to reproduce:
* Make sure only PDF Viewer is installed and not Adobe Reader
1. Go to 1.usa.gov/deeXKM
2. Wait for the download to finish.
3. Close the pdf and return to Nightly.
4. Open the Download Manager. Tap on the pdf file (Try a long tap and selecting open from the popup)

Expected results:
The file is opened.

Actual results:
Nothing happens. After installing the second program (Adobe reader) the option popup is displayed and the pdf can be opened with any of the 2 programs.

Notes:
Issue is not reproducible using the Android Browser.

Trying to open other files like http://goo.gl/bl0Uv also does not work.
When the second pdf program is installed when trying to open it I get an error that the file is not a valid pdf file. Not sure if this is the same cause or a second issue should be logged for it.

adrian, can you restart your phone and see if viewing the pdf resumes?  wondering if the pdf viewer app is not succesfully resuming activity.

The issue is still reproducible on Nightly/15.0a1 2012-04-25 on HTC Desire(Android 2.2). In the Download manager the pdf appears as an unknown file type. From a File Manager I can open the file without any issues and it is a known file type.
If I download Adobe Reader I am asked to choose what to open the file with: PDF viewer or Adobe Reader and the file can be opened with PDF Viewer.
