Very easy to reproduce on aforementioned URL.

No content interaction involved here and only reproducible with Flash.
I've noticed something similar in bug 738297.
More STR: enable plugins, krantenkoppen.de

Commenting out the Gecko rendering makes the issue go away, so it seems to be some sort of bad interaction between that and SurfaceTextureLayer.
mixmag.net and nytimes.com seem to vary their layout enough that I can't reproduce it every time. And krantenkoppen.de isn't even a thing. If others have sites that show the issue, please let me know.

I'm wondering if this should actually be a beta blocker. This makes for a pretty bad experience.
This works now with the fix from 743247, duping to that.
