When trying to open file RTLVIS.htm and change the orientation to RTL, Mozilla 
crashes in UCHARUTI.DLL

Reproducible: Always
Steps to Reproduce:
1.Open file RTLVIS.htm
2.From View menu -> Bidi Options -> Default Direction, select Right to left


Actual Results:  MOZILLA caused an invalid page fault in
module UCHARUTI.DLL at 015f:010b3231.


Expected Results:  Mozilla should be able to change the file orientation to RTL 
without crashing.

The crash cannot be reprodce until we land the UI. So this is less important 
untill we do so. we should fix this before we land the bidi menu ui.

Since we are leaning on not adding RTL/LTR UI now, I move this to future. We need 
to solve this before we add RTL/LTR ui.

It doesn't crash, as I don't have UCHARUTI.DLL, and I don't see an UI for switching the direction (comment 0 step 2, comment 9) 
There is UI for changing direction now (only enabled by default in locales with right-to-left languages) and it doesn't crash.
