Details

We're starting to get patches where people are rolling features under the MOZ_B2G_RIL/BT ifdefs even though they have nothing to do with those specific features. This is partially because Wifi was under RIL. We should divide out wifi into its own define, and make sure each define only does what it says.
Calling this a dupe of the newer, more discussed b2g cleanup bug.
