Need a DOM implementation in Desktop that implements: http://lists.w3.org/Archives/Public/public-media-capture/2012Mar/0008.html Very similar to Android bug: Bug 738528 Needed for Camera API (still image, getUserMedia).

Doesn't look like picture was ever added to the spec, and the camera API is gone. Marking incomplete.
