750077 - updater doesn't prompt again after update download is cancelled

A few times, I've gotten Fennec into a state where going to "about:" and pressing "Check for Updates" turns the "Check for Updates" button into "Update available" but doesn't actually put an icon in the tray at the top of the screen so that I can actually download the update.  I think it's related to having terminated the download of an update due to app termination.

In particular, what I did today was:
 1. start fennec
 2. go to about:
 3. hit check for updates
 4. initiate the update download via the tray
 5. realize I'm on 3G (which is slow here) and switch to wifi
 6. realize that made the download of the update stall since I no longer have a 3G connection since I'm on WiFi
 7. go to home screen -> menu button -> Settings -> Applications -> Running -> Nightly and click "Force stop"
 8. start fennec again
 9. go to "about:"
 10. hit check for updates

and then, as described, I was in a state where it said "Update available" but gave me no way to start the update download again.

Today I hit this issue after accidentally choosing 'Quit' from the app's menu. Now I launched the browser maybe for the third or fourth time after quitting and got a notification that the download of the update has been completed, so I guess the notification/prompt doesn't show the update anymore because it is still downloading in the background (update was 2012-05-03 to 2012-05-04 and successful).

If we do end up shipping any builds as web downloads that update over AUS, QA has flagged this bug as a specific concern. Nominating for blocking-fennec1.0.
