Hi, 

Though zh-TW builds for SeaMonkey 2.9 has released, but it's still not listed 
in the "official builds"[1] and "language packs"[2] parts of
SeaMonkey Download & Releases page in seamonkey-project.org. 

The green download box detects and provides zh-TW download links correctly, 
also the download links for the setup package[3] and langpack[4] works.
