Custom fields ought to have their its own email preferences, as opposed to lumping them all to EVT_OTHER. The means the ability to create custom events and tie each custom field to an event, which likely means moving the EVT_* constants into an "event" sql table. I also thought about writing my own extension. I see there is a hook in prefs/email.html.tmpl. Haven't dug further to see if I can add a hook to modify Bugzilla::User::names_to_events.
