Details
Currently we look for updates when pages/apps are loaded. This makes sense for the general Internet, because there can be an unbounded number of pages that have resources in a user's appcache. We can't intermittently poll for updates to millions of pages.
However, for distinguished "apps", the check-for-updates-on-next-load model really stinks. The feedback we get is that developers hate it, because the user experience is bad: the user has to open the app, then the app has to wait for the update to come in, then the app is forced to either reload itself and interrupt the user, or wait until the next close/open cycle. Neither is a good choice.
So we want to be able to poll for updates in the background, periodically, and optionally apply them. This bug covers just the work to poll and auto-apply updates in the background, while apps aren't open.
We'll want to make this behavior selectable with a setting.
