Once we've kicked off FN14 beta 1 build #2, change FN updates on Nightly/Aurora to multi-locale, and disable updates until QA sign-off on each channel.

To be explicit, QA sign-off should be of single-locale to multilocale through AUS.

* no releases
* nightly updates enabled?

mozilla-aurora
* FN en-US nightly
* XF multilocale nightly
* XF multilocale beta
* FN multilocale beta ?
* nightly updates enabled

Is that accurate?

We'll enable these once QA spot-checks.

This is correct, but will change some time next week to multi-locale FN nightly.

We can build both single/multi-locale FN, but we only plan to ship en-US single for our first beta. A subsequent beta will have multi-locale enabled.

Ok.
I think turning off FN multi on m-a across the board is a) not what I want, but b) the most expedient thing here.  Since there are other fires I need to fix, I'm going with this option.

This patch:

* reenables mobile updates on mozilla-aurora
* turns Fennec native to en-US only except on mozilla-central
