steps to reproduce:
1. Make an in-app purchase for an app (free with in-app purchases)
2. Ask for refund
3. As the developer of the app with in-app purchases, check your inbox for refund request email.
4. Click on the link in the email


actual behavior:

Both links listed below are 404s-
