I think this page implements its own scrolling via js. Broken on the stock browser as well. The site would need to support touch events.

It is possible to scroll to the bottom, but very frustrating because only every second touch/swipe gesture or so works.. It's a bit like the element you're scrolling keeps loosing focus after every scroll, and thus doesn't "get" the next gesture. Needs more analysis.
