75821 - ALT text is not displayed when image source is broken

Expected Results: Alt text specified in the IMG tag should be displayed.
What I got: Alt text doesn't appear in window.

Steps to reproduce:

1) Go to url specified
2) The test case uses to images. The first image uses source path that is valid;
the second image doesn't. The alt text for the second image is displayed.

Isn't this bug #41924?
If not directly, then look at one of the many duplicate bugs in there (for a 
better match).
