Tracking bug for various pieces needed for a proper Permission Manager. This includes electrolysizing the code, installing permissions from manifests, handling different classes of apps (web content, web apps, trusted apps, certified apps), secure prompts, notifications of denied permissions.

Don't block on meta bugs, the deps are nomm'ed or +'ed.
