75921 - Privacy & Security missing from preferences folder

seen on commercial builds:

windows 2001-04-13-06-trunk
mac 2001-04-13-04-trunk

-goto Edit | Preferences 
Privacy and Security is missing from the list (it is present on linux)

I believe this is causing several major problems with windows and mac:

1) Windows launches 4.7x when attempting to go to a secure site (smoketest B.18)
2) Mac fails to load secure site (smoketest B.18)
3) Windows and Mac fial to open pages through single signon  (smoketest B.23) & 
jrgm's loadtime test

perhaps these are all their own bug?? let me know.  thanks

note: Linux has the Privacy $ Security selection and is not showing any problems 
with security smoektest wise.

I can see this preference item in 2001041304 Mac trunk build.
Why the difference in the same build ID?

Perhaps (like bug 75847) this is related to a packaging problem and thus shows
up only in installer builds?

....confirmed.

I used the same build ID for mac 2001-04-13-04-trunk but didn't use any 
installer bits.  Privacy $ Security is presnet in prefs and all the 
forementioned bugs are NOT present.  Changing component to installer.

This is the same as bug 75847, the chrome was not registered by adding it to
installed-chrome.txt, there is a fix there that also fixes this bug.
