Details

We need a simple API that the FE can call to submit email addresses of people who are interested in using Pancake. This is from the 'closed site' mode. We need to capture just the email and set those accounts to active=false. Make sure there is a timestamp in the db so that we can allow people in by date.
Duplicate of 747009. Tested and works well.
