Just saved a new localized page, and it wasn't marked in need of review. New pages created outside localization are marked as in need of Editorial and Technical review, by default. New localized pages should receive the same treatment.

On second thought, I don't think this is pre-July crucial, and there doesn't even seem to be review tag editing UI on the translation page.

I will WONTFIXing this one. New translations are marked localization-inprogress by default. Only when the translation is done they should be set for editorial review, not before: we have reviewers just doing editorial review and having the 100s of partially translated pages showing up would disrupt their process.
