A user on BMO noticed that using an URL like
https://bugzilla.mozilla.org/show_bug.cgi/show_bug.cgi?id=513159
shows the page but with missing style sheet. Note the duplicated CGI name.
Obviously using URLs like that is bad on itself but I'm not sure why Apache even tries to return us something. This can cause confusion on why style sheets are suddenly not working and is easily missed by people trying to debug the problem.
I tested this on landfill and it indeed affects all branches from 3.6 and also other CGIs. Filing to get this behavior on file (and any decisions about it) but I'm not sure if there's anything we can or should do about this since the obvious workaround is "don't use such mangled URLs".
