From the listed URL for Firefox 13, the title tag states Firefox 4

Ben,

That is not the page that was displayed before.  The bug was about an HTML page, which is no longer there.

I'm not quite sure what you mean by this....but the index files that this bug refers to have been removed, so it's no longer an issue....

Exactly, but "WORKSFORME" should not be the status.  Someone removed the file, so the resolution should be with that change, not that it magically fixed itself.

Okay...I'm not fussy to what the resolution is here. FIXED? INVALID (since file no longer exists)?

I guess whoever modified the link should have done it.  But regardless, now it's fixed.

Redone index.html for Fx13

This is an updated copy of the Fx13 index.html, which fixes the version difference between <title> and <body>. Also swaps to mozilla.org for the link to Beta.
And left a note at 
 https://wiki.mozilla.org/Releases/Firefox_13.0/BuildNotes#Lay_down_index_files
for whoever does FF14 to use the new file. This is truly FIXED now.
