761542 - Please throttle TB updates to TB 13 to 5%

When we release TB 13 I'd like to throttle updates at 5%. This should let us get it out to a few existing users, whilst not pushing it out too widely. We can then open up a bit more after a day or so.

* I added 10+ releases because Thunderbird 13.0 snippet folder contains only 10 and higher versions.
* Need to coordinate with Ben and 13.0.

The dependent bug is fixed, and I've checked the updates via the url and throttling seems fine.
