Actual results:
Firefox 13 @ WinXP adds some empty lines over and under those characters.
Expected results:
There should be no additional vertical space.

How strange. Could it be a problem with the font that's being used? What happens if you try it with a different font?
I tried different fonts (Times New Roman, Arial, Borg, Century Gothic, cmb10,...): same result, thus it appears to be independent of the used font. And with the same font and Firefox 12 this error did not happen, therefore I suspect that somewhere in FF something has been changed from version 12 to 13.

I can confirm this. Looks like it may only affect WinXP, but using the double arrow characters introduces blank lines.
Can be seen on this page: http://www.blooberry.com/indexdot/html/tagpages/entities/arrow.htm
Spacing should be the same as single line arrows, but it's not.

This is the issue of certain symbols now being assigned the Cambria Math font, which under the GDI backend renders with excessive ascent/descent metrics.
