Steps to reproduce:
Changed download destination (to "~/tmp") and removed "Desktop" folder.
Actual results:
"Desktop" folder got recreated.
Expected results:
Nothing.

I can confirm this bug, on elementary OS, we don't provide a Desktop folder on the home folder and it got recreated everytime the browse dialog appears, please use Desktop environment variables to know where the desktop folder is located.
