Could you look in firefox safe mode. If it doens't happen there, its one of your extensions causing the popup. http://support.mozilla.org/en-US/kb/Firefox%20is%20stuck%20in%20Safe%20Mode
Tried and still the same.

globalstorage was removed in Firefox 13
Depends on: 687579
firstname.lastname@example.org, what's your home page set to?
@Boris Empty page. No web page assigned. @Alex Sorry?
Hmm. So _something_ is trying to acess globalStorage. It's not your homepage. You said it's not an extension, and it sure isn't our browser UI. I wonder what it is....
I think I've fixed it but do not know how. I've got FF16 Nightly, Waterfox13 and FF13 installed at the same time. Uninstalled Nightly and Waterfox, popup gone. But don't know what caused this.

It is causing a failure in Samsung Caster when using Firefox 13 (http://www.samsungapps.com/caster.html). It cant be RESOLVED if you search in google a lot of persons will be claiming about it. NOT WORKING YET, test in Linux too
I have firefox 21 installed same popup I am encountering when I run firefox . Clicking 'OK' on pop-up opens up the firefox window and everything works fine as mentioned by @kymophobia. pop-up shows 'Reference Error:Globalstorage is not defined'
