pending flags are not shown for locales with fallback, needs hotfix.
Commit pushed to develop at https://github.com/mozilla/elmo https://github.com/mozilla/elmo/commit/02cba5d395a83205ddf3d3a901b47124ffa938f7 bug 763196, hotfix to only substitute the ACCEPTED flag with the fallback version code, and still show pending, rs=bustage
