Users are adding numerous groups that are similar but named differently such as "SUMO" and "Support". To help users easily find correct groups and allow for Stewards/Community Managers to correctly report their contributor numbers, we need a solution that consolidates users into singular, easy-to-parse groups.

* Users are re-directed to Curated Groups or defined system groups
* Administrators can add 'aliases' to groups 
* Users can search for groups (stretch)

Since Stewards and Community Managers will be responsible for merging, curating and “synonymizing” groups, do we want to give them a UX to control it? Or is the use case too rare to warrant it?
williamr and I have been discussing this one, hoping to address in 2013. 

1. We want people to be able to create arbitrary groups. We know this'll get messy over time. We'd like to let people clean it up periodically.
2. We also want to have some canonical groups whose details (name, membership) is restricted/managed/curated.

Both of them require interface changes. Added a blocking bug that will hopefully address #2. From there, #1 becomes more possible.

Please add minimal steps to QA. This will help me understand the final feature set that was intended to landed in this bug. Comment 2 appears to be an overview of what the requirements are so I'm not sure what the expected behavior is.
Create the conditions:
 - Create two groups e.g. 'foo' and 'bar'
 - Through the admin panel, under /admin/groups/group/ select 'foo' and 'bar' and click 'merge selected groups' from the dropdown.
 - Now you should only see 'foo' in the groups list

Verify the bug:
 - Group /group/bar should redirect you to /group/foo
