When the plugin stream is set it never queries the http headers on whether or
not the server supports byte ranges. This problem blocks implementing and
testing byte range requests some plugins like Acrobat may use.
Seems ok to me. You might want to cache the "accept-ranges" atom if you plan on
calling this function frequently enough. r=gagan

Checked in. I can now see Acrobat responding to the fact that the stream is
seekable by calling NPN_RequestRead. Marking fixed.
