764102 - Remove the need to use tools on test slaves

There are few scripts that are currently needed from tools (e.g count_and_reboot.py) but we don't really need the whole thing.

Instead of trying to optimize the tools checkout (bug 712205) we should get rid of the dependency altogether.

I think having tools checked out and maintained by pre-flight scripts is the way to go here.
