There should be a button to put you into a mode for editing page tags without having to open a full page editor (that is, without invoking CKEditor). This should be more efficient when all you want to do is add or remove a tag.

FWIW, this change could go a long way to encouraging more (and possibly new) contributors. :habber, would you want to try a very quick wireframe for a UI to edit tags from the document view page?

I agree; this would make it a lot more likely that casual users would update tags, too. It would also very likely reduce the number of bogus (or accidental) edits to page content.
