From Bugzilla Helper: User-Agent: Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; 0.8.1) Gecko/20010323 BuildID: 2001032319 No Apply button in Preferences. Reproducible: Always Steps to Reproduce: 1.Open the Preferences contol in Mozilla 2.Use [OK] and [Cancel] buttons but no [Apply] button. Actual Results: You must click [Cancel] in order to close the window. Expected Results: Windows users expect to see and OK button which applies the settings and closes, a Cancel button which discards the changes and closes, and an Apply button which applies the changes but leaves the window open. I realize that this ok/cancel behavior is normal for some Linux computers, it is decidedly abnormal to windows computers. This could confuse many users.
over to interface design.

i would suggest upgrading to normal and to all platforms, at the very least with regards to smoketesting/bugchecking purposes regarding common preference problems. an "apply" button that would apply prefernces without closing the window would help better identify pref panel crashes/freezes.
So you want an `Apply' button just to help QA people, at the expense of the large majority of non-QA people who will inevitably get confused about the distinction between `Apply' and `OK'? Fantastic. *** This bug has been marked as a duplicate of 42339 ***
