765883 - Move mozconfig verifications from build's release_sanity.py to in-tree

As part of the release process, the releng team run release_sanity.py which amongst other things verifies that the release mozconfigs are similar enough to the nightly mozconfigs, i.e. changes made to the nightly mozconfigs haven't been forgotten in the release mozconfigs.

As this is all against the in-tree versions of mozconfigs, we should move those checks to be run as part of make check. Hence if anything is wrong, developers will be notified at landing time rather than at release time.

Looks like this is the same as bug 763903.
