When opening the settings option in marketplace, notice that you are unable to pan the settings that appear on the overlay.  It's particularly an issue in landscape mode, as you can't see the whole list of options.

Repro:
1) load marketplace.mozilla.org on Firefox nightly, 6-19-2012, Galaxy Nightly
2) click the Marketplace settings button on the upper right hand corner
3) Pan up and down the screen.  
4) Notice the settings dont pan, but only the webpage behind the overlay.

Expected:
- the settings in the foreground pans

Actual:
- the site behind the settings pan, not the settings itself.

This menu will be going away in mobile (but will most like stick around for the tablet layout). Either way, still a valid bug.

This is fixed by the new designs: https://marketplace.allizom.org (also available as the Staging Marketplace app on Gaia)
