steps to reproduce:
1. Load https://marketplace-dev.allizom.org/en-US/reviewers/apps/queue/escalated/
2. Clear all items in the list

expected behavior:
There is a user message- "There are currently no items of this type to review."

observed behavior:
We have no user message for Escalations queue but we do for every other queue
looking at the page now, it says "There are currently no items of this type to review." which is the expected behaviour in comment 0.
