Details

With tabs at the bottom Firefox wastes the top Title Bar as that space is empty.
There should be an option to have the Navigation Toolbar occupy that space.

There is an Add On that does this (https://addons.mozilla.org/en-US/firefox/addon/nav-bar-on-title-bar/?src=api), but this is such basic functionality it should be included by default.
This is probably a WONTFIX given bug 755593
