Details
Installed 13.0.0. In about:config, changed browser.newtab.url to about:blank (pre 13.0.0 behaviour).
Upgraded to 13.0.1 (using "Download and Install Now").
browser.newtab.url is now set to the new tabs page.
I would expect that an update would not change any user-defined preferences.
Several times (sorry, version numbers not noted) I have have been surprised by a new tab opening some heap of **** instead of a blank page. When they newtab.url atrocity first came around, I wasted no time in figuring out the additional hidden place I had to type about:blank since the convention place (the first page of the prefs dialog) was not taking effect. Every couple months I get surprised again. It has been frequent enough that it is now instant reaction to open about:config and search for newtab the instant I see anything but a blank tab created.
It has been my guess that when there is some change to the content or layout of the default newtab trash, the newtab.url is set without any user consent or confirmation.

I don't know. I haven't upgraded past FF22 due to all the anti-features and spyware.
