When a consumer hasn't set a currency (on their preapproval) we use their locale to guess the currency in PayPal. This will help people buy stuff smoother. For in-app payments it's essential that way make the right guess because the consumer can't change it in the payment window, only on PayPal. The mapping has been started here https://github.com/mozilla/zamboni/blob/master/apps/constants/payments.py#L45 but should map to all supported currencies better https://developer.mozilla.org/en/Apps/Marketplace_Payments
