Steps to reproduce:
- Go to a page where you can pan, do some panning
- Then keep your finger down to stop panning

Expected result:
- Page stops scrolling, text selection UI doesn not appear.

Actual result:
- Page stops scrolling, text selection UI appears.

Pruning some old bugs obviated by new Core/Layout AccessibleCaret implementation, or being no longer observable.

I've tested and no longer see this issue with the new APZ and AccessibleCarets implementations in nightly.
