Our overflow menu is getting pretty out of control, so I have taken a pass at chunking the list a bit, grouping certain items so that they would open in secondary panels where it seems appropriate.
This is not the final mockup yet, but this bug can track the work as we lock down the design and implement it.
I'll provide a more finalized menu design as well as secondary panel designs shortly.

Heh, this mockup is already out of date, because of Apps.
If we do decide to continue with the current plan of having Apps as a menu item, it should sit underneath Add-ons.

The new submenu takes care of this.
