We need to deactivate the API pending design changes to address privacy and data reuse concerns posed by the Data Safety Council.

[fix bug 770494] Disable APIv1 for now.

Just by commenting out the API in urls.py, we make it inaccessible, but
easy to turn back on if we need to.

QA verified on dev & stage - api has been deactivated via urls.py

Now the API has been deactivated: are these concerns documented anywhere that is (now) public?

(Also, a Google search turns up nothing about a Mozilla Data Safety Council; do they have a wiki page or other public information about what they do?)
