Details

Currently we have ts tests which measure when the browser has painted, but that doesn't measure when the browser is responsive or usable by the user.

We need to have a test for this, and it might not be a talos test although for now this is a good place to put this.

:jimm, sorry for the massive onslaught of needinfo's today- but I suspect this bug (which is worded with little info) is resolved by tp5 responsiveness.  Would you agree?
