77237 - add File Handling component to Browser

Description

[sairuh (rarely reading bugmail)]

Description: For issues dealing with:

* downloading UI/dialogs
* editing helper applications/MIME types in Preferences

What this component does not cover: backend networking issues, such as those
covered by Networking: FTP or Networking: File.

at present, many of these bugs end up in high-traffic components such as
Browser-general, Preferences or XP Apps.

not sure who ought to be the default engr owner --should it be bill or mscott?
or, as Asa suggested when i chatted with him, should one of them be the owner
and the other the qa contact, just so both receive the initial email when a bug
is filed? either way, i wouldn't mind being the qa contact [default or
reassigned], for the time being...

i'd still like to have this component added --or one that would fill a similar
role. the current situation with these bugs is messy and confusing. mscott/law,
your thoughts?
