I'm not strictly opposed here, but this is pretty fundamental stuff with a long history of current behavior, and changing this in any way is likely to break *some* sites. Question is of course how many *some* is.
Maybe create a pref for it so we can test but easily ask people to flip it back to see if this is what is causing breakage.
