Steps to reproduce:

1. Open Preferences in any way (keyboard shortcut, menu item) - windowed or in-content, it doesn't matter


Actual results:

Even though browser tabs-on-top was made default in Firefox 4, the icon showed for the "Tabs" preferences tab shows a browser tab that is pointed down, as in tabs-on-bottom.


Expected results:

By default, the tab icon should show the tab pointing up, as in tabs-on-top.
