77278 - certain listboxes don't display borsers, scrollbar or highlight the selected item

The listboxes on jobsearch.monster.ca don't display the borders, scrollbars or
highlight the selected item. Some listboxes are still fine (such as those on
bugzilla)

Reproducible: Always
Steps to Reproduce:
1.Go to <a href="http://jobsearch.monster.ca/">http://jobsearch.monster.ca/</a>
2. Look at the listboxes, try to select an item in one of them.
3. Click on the listbox and press the down arrow until the last item starts to
change.

Actual Results:  The listbox appears borderless and there is no scrollbar,
clicking on the listbox appears to have no results.

Expected Results:  The listbox appears to have a border and a scrollbar, and
clicking on an item in the listbox

Selection still works (if you click on an item and submit the form, the results
will register correctly), you just dont see that an item is seleted. 

It's also possible to move down with the arrow keys, but it doesn't scroll
properly, instead of the list scrolling, just the last item changes. The item
appears selected once the scrolling down with the arrow keys reaches the bottom
of the listbox.

I also noticed this in the folder options of a <a
href="http://www.squirrelmail.org">squirrelmail</a> webmail page.
