77280 - Ability to query fractions of days since bug changed

Summary:  we currently have the ability to query days since bug changed in the
primary and boolean tools.  In the boolean tool values of less than 1 are
treated as one.  It would be nice to be able to specify "days since bug changed"
is "less than" the value ".5" for example.  If this was possible I would shift
much of my bug management from bugmail to queries.  I've looked over the bug
activity table and this information does get recorded down to the minute.  A
second possibility would be to implement hour and minute for "Last Changed Date".

You can already use times in chfieldfrom and chfieldto, although it's
undocumented. See also bug 37749, which involves a UI change (for the new UI see
attachment 117727 [details]). For using this feature in the boolean queries, you may also
want to check bug 94034.

Enhancements which don't currently have patches on them which are targetted at
2.18 are being retargetted to 2.20 because we're about to freeze for 2.18. 
Consideration will be taken for moving items back to 2.18 on a case-by-case
basis (but is unlikely for enhancements)

Bugzilla 2.20 feature set is now frozen as of 15 Sept 2004.  Anything flagged
enhancement that hasn't already landed is being pushed out.  If this bug is
otherwise ready to land, we'll handle it on a case-by-case basis, please set the
blocking2.20 flag to '?' if you think it qualifies.

Yeah, you can use hours and minutes now in chfieldfrom and chfieldto, for the last several years at least.
