Steps to reproduce:
In previous Firefox versions, you could revisit a web page in a new window by clicking the Back button while holding the Shift key. This feature is broken in 13.0.1.
0. Visit a bunch of web pages so you have some browser history in the current browser window.
1. Position the mouse on the Firefox Back button. Press the left button and hold it, until the dropdown of previous pages appears.
2. Move the mouse downward (in the dropdown) to a previously visited page, say, www.yahoo.com. Keep holding the left mouse button.
3. Press and hold the Shift key on the keyboard.
4. Release the left mouse button and then the Shift key.
Actual results:
A new window opened (correct), with "www.yahoo.com" in the address bar (also correct), but the window itself is blank.
If I Refresh the window, incorrect behavior occurs -- the window loads a different page in the history, not the page I selected.
Expected results:
The window should have displayed the page www.yahoo.com immediately when it opened.

This happens on both Windows (Windows 2008 Server) and Linux.
It's a side-effect of "Don't load tabs until selected" enabled by default. Uncheck this option and you will retrieve the previous behaviour (the 2nd window loads the page).
