VKB is not dismissed when tab menu is opened

Steps to Reproduce:
1. Open two or more pages in different tabs.
2. Open a new tab and load google.com
3. Open the tab menu before the page is completely loaded.
Expected:
The tab menu is open the VKB is not displayed.
Actual:
The the VKB is displayed over the bottom proportion of the tab menu.

I can repro this bug. It looks like a race condition between VKB and the tab menu.

The issue is not reproducible any more following the steps from comment0, because the google search field is not focused automatically. However I've managed to reproduce this by rapidly selecting the search field and opening tab menu on latest Nightly.
