Many people on UserVoice report being redirected to the wrong locale. Today I was able to reproduce it.

This does not happen in Firefox, but does happen in Chrome and possibly other browsers. I would not call it a launch priority (users have dealt with this for a long time), but should probably be high priority shortly after that.

Steps to repeat:

1. Start Chrome.
2. Open settings.
3. Type "language" into the preferences search box.
4. Click the "Languages and Spell-checker Settings..." button.
5. Choose "Spanish - espanol".
6. Make sure "Spanish" appears at the very bottom of the list of languages.
7. Visit https://developer.mozilla.org/ or https://developer-new.mozilla.org/

Expected result:

English version of the site is loaded. It's the first language in my preferences, after all.

Actual result:

Spanish version of the site is loaded.
Occasionally I get mysteriously redirected to the FRench locale.  I thought it was because I messed around with a locale-switcher Firefox plugin once, but maybe not...
What browser are you using? What are your language settings as per "Steps to Repeat"?
Now that I think of it, it usually happens in Chrome, though it likely happens in FF too.
